One Hundred Percent Weight & Permit Uniformity

UPT2021 (Uniform Permit Transport) is an SC&RA initiative that advocates for widespread acceptance of more comprehensive and representative permitted weight configurations issued under auto-issued permits. The goal of UPT2021 is harmonization between all 50 states on OS/OW envelope configuration, with the aim to gain 100 percent compliance across the country by the year 2021.

This year, the Federal Highway Administration (FHWA) published Best Practices in Permitting of Oversize and Overweight Vehicles, which supports the goals of UPT2021. Additionally, the SC&R Foundation has helped fund the ATRI (American Transportation Research Institute) study, "Assessing the Cost and Operational Impacts of State Practices Granted for Over Weight Permits," which will further harmonization efforts across the country.
