California Moves Toward 24/7 Auto Issue OS/OW Permits

(November 13, 2025) -Last week, California Transportation Permits Advisory Council (CTPAC), CalTrans Thomas Schriber announced that the California Highway Patrol (CHP) has applied for an FMCSA Intelligent Technology Deployment (ITD) grant to provide 100% federal funding for a 24/7 auto-issue OS/OW permit system. Because California remains one of only a handful of states that does not yet offer this service to industry, this is major progress for one of SC&RA's Top 5 states for advocacy. SC&RA strongly supports the ITD grant program, and encourages FMCSA to expedite its approval, and for Congress to increase funding for it in the next federal transportation bill in 2026. CTPAC, a joint committee between CalTrans, CHP, and the California Trucking Association (CTA) is one of the few state-level collaborations between industry and government designed to specifically address OS/OW issues.
CTPAC's next meeting will be Wednesday, January 7, 1-3 pm PST at the Hotel del Coronado, immediately following the conclusion of SC&RA's January Board and Committee Meetings.  The meeting is free to attend, so members joining the JBCM and interested in CTPAC should plan their return travel accordingly.
