Coalition for Crane Operator Safety Meets with OMB

- SC&RA, along with other members of the Coalition for Crane Operator Safety, met with an official from the Office of Management and Budget, which is the largest office within the Executive Office of the President. The Coalition discussed crane operator certification and an employer’s responsibility to qualify personnel. Key points discussed included: A need for the change from the current “type and capacity” to “type or type and capacity”;  reiterated that certification does not equal qualification; it is an employer’s ongoing duty and responsibility to train and assess the qualifications of their operators; and restated that a prescriptive list is not necessary, but rather an employer must ensure that operators of equipment covered by this standard meet the definition of a “qualified person” to operate the equipment safely. The Coalition urged OMB to move forward as expeditiously as possible in the rulemaking process. For more information, contact Beth O’Quinn.
