SC&RA's Relentless Push: Breaking Massachusetts' Costly Superload Barrier

- SC&RA continues to fight tirelessly against Massachusetts' outdated and burdensome 130,000-pound superload policy—the most restrictive in the region. This archaic threshold forces unnecessary engineering reviews, costly bridge surveys, and delays that inflate project expenses, hinder economic efficiency, and put Massachusetts at a competitive disadvantage compared to neighboring states. SC&RA's sustained advocacy led to the introduction of House Bill 4428 and Senate Bill 2872. These critical bills would raise the superload threshold to 199,000 pounds, eliminating redundant requirements and aligning Massachusetts with regional standards for safer, more streamlined permitting. SC&RA provided written testimony to the Massachusetts House Committee on Ways and Means and the Senate Committee on Ways and Means as these bills advance to key committees in the coming weeks. Permit harmonization and superload reform remain top priorities for SC&RA in 2026. For more information and to get involved, contact SC&RA Vice President, Transportation Chris Smith.
